Non European Foreigner: Starting a Business in Germany?

I was wondering if a non European foreigner could start a business (consulting firm) in Germany and to settle there with his family? I see that there are several conditions, that he seems to complete, but are visas often given or is it very strict? Thank you in advance.

In general, any entrepreneur who wishes to start a business in Germany may do so, irrespective of nationality or place of residence. There is no specific investment legislation in Germany, nor is there a minimum percentage of German shareholdings required for foreign investments within Germany. Non-EU citizens will have to make sure to have the appropriate type of visa. Generally, visas are obtained in the investor\'s home country at a German embassy or consulate. Decisive for the appropriate type of visa are the length and purpose of the stay in Germany.
