Starting a Business in Germany: Changing the Resident permit?

I am about to quit my scientific position and start CFD day trading. I need to change my resident permit from § 18 to § 21 AufenthG. Should I apply via chamber of commerce or immigration office?

In order to set up a business in Germany, you usually need a residence permit for the purpose of self-employment (Aufenthaltserlaubnis zur Ausübung einer selbständigen Tätigkeit).
